摘要： 高水平制度型开放是中国新发展阶段深化改革开放的核心方略。既有研究多聚焦于规则对接、营商环境优化等实践层面，相对忽视了支撑制度互动与创新的深层文明价值基础及其可能引发的认知冲突与沟通成本。制度型开放的深化触及“文明共识”的构建与“文化自信”的坚定这一根本性问题。当下，亟待从经济思想史的渊源出发，梳理现代经济文明中关于市场、政府与人性的核心共识及其当代流变；系统论证凝聚以“全人类共同价值”为核心的文明共识与确立植根于中华优秀传统文化的文化自信，二者构成高水平制度型开放不可或缺的价值桥梁与精神支柱；进而在学理层面探讨凝聚文明共识与坚定文化自信的实践路径，以及理念与规则、产业与人才、区域与试点等制度型开放具体层面之间的联动关系。唯有在文明对话中凝聚共识，在文化自觉中保持定力，以区域试点为方法，才能在改革“深水区”稳健推动制度型开放，实现从“规则接轨”到“规则共创”的跃升，为构建人类命运共同体提供坚实的中国实践与制度贡献。

Abstract: High-level institutional opening-up is the core strategy for deepening reform and opening-up in China’s new development stage. While existing research predominantly focuses on practical dimensions such as regulatory alignment and business environment optimization, it relatively neglects the deep-seated civilizational value foundations that underpin institutional interaction and innovation, as well as the potential cognitive conflicts and communication costs involved. The deepening of institutional opening-up touches upon the fundamental task of constructing “civilizational consensus” and consolidating “cultural confidence”. Proceeding from the intellectual origins of economic thought, it sorts out the core consensus within modern economic civilization regarding markets, government, and human nature, together with its contemporary evolution. It systematically demonstrates that bringing together civilizational consensus centered on the common values of humanity and establishing cultural confidence rooted in China’s excellent traditional culture constitute an indispensable value bridge and spiritual pillar for high-level institutional opening-up. Furthermore, it explores, at a theoretical level, practical pathways for consolidating civilizational consensus and reinforcing cultural confidence, as well as the interactive relationships among specific dimensions of institutional opening-up, including concepts, rules, industries, talent, and regional pilots. Only by forging consensus through civilizational dialogue, maintaining resolve through cultural selfawareness, and adopting regional piloting as a methodological approach, can China steadily advance institutional opening-up in deep waters. This will enable a leap from “rule alignment” to “rule co-creation” , providing solid Chinese practice and institutional contributions to the building of a community with a shared future for mankind.
