摘要： 政绩观构成领导干部行权履职的价值标尺与行动遵循，各类不良政绩观集中表现为施政层面急功近利、统计工作数据造假、决策环节长官意志凸显、治理实践脱离群众诉求、区域治理本位割据等多重异化形态，其深层诱因落脚于公权力运行约束失范、法治制度刚性虚化、价值评判导向错位与现代治理体系固有短板。当前学界针对政绩观相关议题的研究多依托党建思想、政治理论展开，立足于法理学视角、着眼于体系化制度建构的深度研讨存在明显空白。法治思维与法治方式内含规则至上、权责法定、程序正当、人民本位、依法问责的核心内核，是化解政绩行为异化问题、从源头遏制权力寻租与腐败滋生现象的根本性治理方案。当下需要进一步厘清习近平法治思想、法治思维、全面依法治国与正确政绩观之间的内在关联，整合实体制度建构与配套运行保障，从八大协同治理维度构建系统规制框架。

Abstract: The notion of political achievement serves as the value yardstick and behavioral compass guiding leading officials in exercising power and performing duties. Misguided notions of political achievement manifest in multiple forms of alienation, including short-sighted governance, data falsification in statistical work, the dominance of personal will in decision-making, governance practices detached from public demands, and regional protectionism. These issues are rooted in the irregular exercise of public power, the erosion of the rigidity of therule of law, misaligned value judgments, and inherent shortcomings in the modern governance system. Current scholarship on political achievement largely relies on theories of Party building and ideological work, leaving a notable gap in in-depth research grounded in jurisprudence and focused on systematic institutional construction. Rule of law thinking and rule of law approaches, which center on supremacy of rules, legally defined powers and responsibilities, due process, people-centeredness, and accountability under the law, constitute a fundamental governance solution to rectifying the alienation of political achievement and curbing rent-seeking and corruption at the source.
