Abstract: The digital evolution of the social credit system is elevating the paradox between personal credit information disclosure and personal information protection from a technical compliance issue to a structural proposition in national governance. Anchoring the analysis on the principles of maximum openness and minimum necessity, it constructs a three-dimensional framework of “institution-process-scenario” to systematically reveal how this paradox manifests across institutional design, operational processes, and scenario-based applications.While credit mechanisms function as foundational infrastructure for social governance, their institutional arrangements, automated operational processes, and cross-scenario application logics objectively challenge individuals’ procedural rights, such as the right to know, the right to raise objections, and the right to seek remedies. These three dimensions are mutually nested and dynamically interactive. Resolving the paradox does not require a binary choice, but rather demands context-specific adaptation and dynamic coordination of the principles of maximum openness and minimum necessity across different governance levels. Such an approach can advance the social credit system toward a dynamic balance that integrates efficacy, justice, and sustainability.
