摘要： 文化遗产是一个城市宝贵的精神财富，构成城市高质量发展的内生动力与基础资源。将文化遗产赋能城市发展引入人文经济学研究范畴，文化遗产赋能城市高质量发展就是以文化遗产保护为前提，以文化遗产价值阐释与“活化”开发为动力，以现代科技创新为手段，以文化产业和文化事业为双轮驱动，以城市生产与生活空间为平台，以品牌塑造为方向引领，以文化管理体制创新为保障，以物理空间、产业经济、社区文化、数字创新为载体，通过“价值转化”与“系统融合”，驱动城市创新发展，最终推动城市经济社会高质量发展。

Abstract: Cultural heritage is a precious spiritual wealth of a city, constituting the endogenous driving force and foundational resources for its high-quality development. Guided by General Secretary Xi Jinping’s discourse on promoting the “Two Creations” of excellent traditional Chinese culture, empowering urban development with cultural heritage can be introduced into the research domain of humanistic economics. Empowering high-quality urban development with cultural heritage takes cultural heritage protection as a prerequisite, the interpretation and “revitalization” of cultural heritage values as the driving force, modern technological innovation as the means, cultural industries and cultural undertakings as the twin engines, urban production and living spaces as the carriers, brand building as the direction, and innovation in cultural management systems as the safeguard. With physical space, industrial economy, community culture, and digital innovation as the specific carriers, it drives urban innovative development through “value transformation” and “system integration”, ultimately promoting the highquality economic and social development of the city.
